Substitute for lemon grass

I have a recipe that I want to prepare that calls for lemon grass, but I am having trouble finding any in the dead of winter in my small town. Does anyone know of a reasonable substitute?

Here is a quick and easy substitute for lemongrass: 1 tsp fresh lemon zest = 1 stalk
